Please correct me if I am wrong but my reading of your mail copied below is that the NOC is ordering me to make a false statement. It appears that you are directly instructing me to certify that ' the NOC has distributed the monthly funds of the Olympic scholarship for the months noted above' when in fact you have sent only half the stated amount.

I believe Solidarity regulations state that the funding must be given to the athlete before receipts are returned and the official financial and evaluation statement for the 4 month period is completed. Please reconsider your instructions and despatch the remaining funding for the period so that the bills may be paid, the relevant receipts supplied and the financial/evaluation statement properly certified.

I am sorry but I am unable to provide receipts or certification for funding that I have never received.
